International Consortium for Alternatives to Incarceration (ICATI)
Introducing ICATI
ICATI works with countries, organizations, professionals, and program sites to support the global development of treatment, care, and accountability as Alternatives to Incarceration (ATI). We also collaborate with international organizations and experts to create effective initiatives that can be adapted for your country.
We support ATI nationally and globally in 3 major ways:
ICATI was created as a project of the Colombo Plan-Drug Advisory Programme (DAP) in 2023, funded by the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL).
ICATI was launched as a Global Coalition priority at the United Nations Commission on Narcotic Drugs (CND) in Vienna on 21 March 2024.
Its work is guided by a leadership team of ATI experts and an Advisory Group of international organizations. ICATI is under the Global Leadership of Michele Worobiec.
