Programme Officer (Drug Control and Crime Prevention) - UNODC
This position is located in the Regional Section for Africa and the Middle East (RSAME), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna. The Programme Officer (Drug Control and Crime Prevention) will report to the Chief of RSAME. S/he will work in close consultation with UNODC field offices in Middle East and North Africa, including the Office for the Gulf Cooperation Council Region (OGCCR). Within assigned authority, the Programme Officer (Drug Control and Crime Prevention) will be responsible for the following specific duties: - Support and manage the strategic direction for UNODC in the Middle East and North Africa Region including the identification of approaches and modalities to operationalize UNODC’s objectives set out under the Regional Framework for the Arab States (2023-2028) and the Strategic Partnership with the Gulf Cooperation Council Countries taking into consideration linkages to the Strategic Vision for Africa (SVA 2030). - Support the conceptualization, development, implementation, monitoring and evaluation of the UNODC integrated programmes in the Middle East and North Africa (MENA) region. - Participate in strategic planning, development, management and implementation of the UNODC work in the Middle East and North Africa (MENA) region. - Lead and/or participate in programming, support, needs assessment and other technical missions, including provision of guidance to external consultants, government officials and other parties. - Promote and facilitate coordination in the context of the UNODC Strategic Partnership with the Gulf Cooperation Council Countries (GCC) by ensuring proper consultation internally and externally with Government counterparts; providing guidance on integrated programming; implementation and monitoring of UNODC’s interventions under its pillars with emphasis on South-South collaboration among countries in the MENA region as well as with African countries. - Contribute to the development, implementation and evaluation of the programmes and projects under the Regional Framework for the Arab State as well as the Strategic Partnership with the GCC countries; monitor and analyze programme/project development and implementation; identify problems and issues to be addressed and initiate corrective actions; ensure follow-up actions; as well as the regular auditing in order to ensure reliability and validity and to assess the system's internal controls. - Contribute to fund-raising in relation to drug, crime, corruption and terrorism-related projects and programmes by preparing the materials and participating in major donor meetings; building support for cost-sharing contributions from the Governments, identifying other alternative funding sources for UNODC projects and activities. - Coordinate fundraising efforts through the Gulf Cooperation Council Countries, being both donors and recipients of UNODC’s technical assistance particularly for the SVA 2030; by identifying funding opportunities; preparing briefing packages, facilitating donor meetings including in Arabic language as well as leading fundraising missions to the Gulf region in coordination the relevant field office and regional and global programmes. - Act as a focal and quality assurance person for the reporting on project progress, and liaise with UNODC fund-raisers, donors and potential partners regularly. - Promote opportunities for partnerships with strategic regional organizations and institutions in the MENA region; provide advice on appropriate methods for engagement; participate in the planning of joint initiatives responding to identified needs within UNODC’s mandate. - Liaise on substantive issues with counterparts in the UN System, both in Vienna and in the field, officials of other international and regional organizations and specialized agencies; follow up on the UNODC decisions and actions with their officials. - Prepare country specific briefs for the Executive Director in relation to bilateral meetings with senior and high-level officials from the MENA region and official visits to the countries of the region, including soliciting input and coordination in- house from relevant thematic divisions and field offices, and the preparation of the mission programme and related correspondence to national counterparts (in Arabic and/or English language). - Act as focal point within the Regional Section for official written communication/responses to and by the Executive Director (in Arabic) in relation to various engagements and cooperation modalities with Member States of the MENA region. - Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Organize and coordinate the preparation of and draft/consolidate the reports to the Constituencies and other legislative and technical bodies as well as their subsidiary bodies, such as the UN Security Council, the General Assembly, the Economic and Social Council (ECOSOC), the Commission on Narcotic Drugs (CND), the Commission on Crime Prevention and Criminal Justice (CCPCJ). - Act as a focal point of expertise for Senior Management regarding geopolitical developments in the MENA region including by preparing briefs and position papers highlighting potential of such developments on UNODC’s field presence, programme implementation, donor relations and any strategic opportunities for engagement. - Collect and analyze data to identify trends or patterns and provide insight through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Establish/maintain coordination mechanisms with the Arab Permanent Missions in Vienna including provision, in Arabic, of briefings, advice and updates on key programmatic developments at country level as well as regionally to ensure clear communication and continued support to UNODC’s work in the MENA region. - Liaise with colleagues in the field offices and supervise junior Professional and GS staff as well as UNVs, interns etc.. - Perform other work-related duties as assigned.
