The Office of Mental Health (OMH) is seeking a qualified candidate to fill an anticipated vacancy for the non-competitive, policy influencing position of Mental Health Program Manager 1, M-4. Under the general direction of the Associate Commissioner and clinical guidance of the Medical Director of the Division of Integrated Community Services for Children and Family Services, the Mental Health Program Manager 1 directs the Bureau of Strategic Clinical Solutions and Intervention. This unique position is responsible for ensuring that all prevention, early intervention, and clinical initiatives align with a public health approach of promotion, prevention, and intervention that reflects a developmental framework and resilience model based on family driven and youth guided care.
Specific duties include, but are not limited to: engage in executive level management planning, policy and decision-making to lead and guide the operational implementation of the clinical aspects of new and existing programs and services; oversee Implementation of Community-Based Interventions in Primary Care Settings & Community-Based Interventions in Educational Settings; represent the Division on clinically relevant committees and workgroups; conduct liaison activities with other State agencies, counties, consumers and their families and other citizen groups; works cooperatively with other child-serving systems in order to lead, support and encourage the integration, implementation and delivery of clinically sound care for children; work cooperatively with the Division’s Medical Director and national provider member organizations to increase the level of integration between physical health and behavioral healthcare; lead the development of early childhood mental health training; work collaboratively with OMH affiliations with academic institutions; leverage the use of data to develop and implement best practices in the field of children’s mental health; & oversee and advises the Field Office Regional Children and Youth Coordinators.
Minimum Qualifications:
Candidates must have:
A bachelor’s degree in a human services field, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas: (1) Policy development for a statewide mental health, public health, health care, and/or managed care program. (2) Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program. (3) Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program. (4) As a county director of mental health.
A master’s degree in a human services field; hospital, healthcare, public or business administration; or a related field may be substituted for two years of the general and one year of the specialized experience.
