International Consortium for Alternatives to Incarceration (ICATI)

Introducing ICATI

ICATI works with countries, organizations, professionals, and program sites to support the global development of treatment, care, and accountability as Alternatives to Incarceration (ATI). We also collaborate with international organizations and experts to create effective initiatives that can be adapted for your country.

We support ATI nationally and globally in 3 major ways:

ICATI's support for country include ATI exploration and development, resources, and networks

ICATI was established in 2023 as a project of the Drug Advisory Programme (DAP) of the Colombo Plan (CP), funded by the US Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL).

ICATI celebrated its inaugural launch on March 21st 2024 at the United Nations Commission on Narcotic Drugs (CND) in Vienna, Austria. 

Its work is guided by a leadership team of ATI experts and an Advisory Group of international organizations. ICATI is under the Global Leadership of Michele Worobiec.
